1.1.2 Background of the Project
It is brought up at the fourth session of the ninth committee of Sichuan Province to construct Sichuan Province into a comprehensive hinge across the south and north, west and east and through the rivers and seas and to provide traffic support for construction of Sichuan Province into a vital status that faces to the western part of China, the whole country and the world. Sichuan Provincial Communications Department has prepared Planning of the Expressway Network. According to the planning target-“connecting the surrounding areas and internal cities for close communication”, Chengdu-Nanchong-Dazhu-Liangping Expressway is added so as to enhance the traffic hinge function of the western part of Sichuan Province as well as directly connect the surrounding provinces (cities and districts).
The expressway network layout of expressway network of Sichuan Province can be concluded as “16, 5 and 5” network. Combined with Chengdu lead-in line and vertical and transverse grid, it includes 16 Chengdu lead-in lines, 5 south-north vertical lines, 5 east-west transverse lines and 8 communication lines. The project is an important component of the third and fourth lead-in lines among the 16 Chengdu lead-in lines. The third lead-in line is the passage for Chengdu-Wanyuan-Shannxi, namely Chengdu-Jintang-Zhongjiang-Daying-Suining-Pengxi-Nanchong-Peng’an-Yingshan-Quxian-Dazhu-Dazhou-Xuanhan-Wanyuan (between Sichuan and Shanaxi). The fourth lead-in line is passage for Chengdu-Liangping-Chongqing (to rivers and seas), namely Chengdu- Jintang-Zhongjiang-Daying-Suining-Pengxi-Nanchong-Peng’an-Yingshan-Quxian-Dazhu-Liangping (between Sichuan and Chongqing). The project of Nanchong-Dazhu-Liangping (between Sichuan and Chongqing) Expressway is just a vital part of the two lead-in lines. At present, other sections are open for traffic except this project and the undergoing Dazhou-Shannxi Expressway and Linshui-Dianjiang Expressway.
Aim of the project: to create water and highway passages in the east part of Sichuan Province and also promote the development of traffic and local economy along the lines.
1.2 Process and Content of Study
1.2.1 Process of Study
According to CJH  No. 181 notice from Sichuan Provincial Communications Department in March 2008, Sichuan Communication Surveying & Design Institute (hereafter referred to as “our Institute” for short”) and CHELBI Engineering Consultants, Inc. (hereafter referred to as “CHELBI Company” for short”) are entrusted to prepare the pre-feasibility & feasibility study reports of this project and our Institute shall lead the project. Sichuan Chuanjiao Highway Engineering Consultation Co., Ltd. (hereafter referred to as “Chuanjiao Consultation Company” for short”) shall be responsible for technical consultation of the pre-feasibility study report, engineering supervision and outcome document review.
After our institute accepted the task, great importance has been attached on the pre-feasibility and feasibility study of this project. The project team has been organized to prepare the report. The preparation work of the pre-feasibility study report of this project was finished in September 2008 (passed review by the Communications Department in December 2008). Then, the preparation work of the feasibility study of the project was carried out on the basis of the pre-feasibility study.
On the study of the line schemes in the pre-feasibility stage, the landform, geology and the review opinion of the pre-feasibility were taken into consideration. The comprehensive interpretation and understanding of the materials is on the basis of the 1: 50000 engineering geological remote-sensing image along the line. The comparable line schemes were made on the basis of the 1:10000 topographic map. The line scheme was then jointly checked up by the experts so as to ensure that the line scheme was reasonable and nothing had been omitted. The project team conducted three on the spot surveys on September 15, 2008~ September 26, 2008, on December 10, 2008 ~ December 28, 2008 and on January 10, 2009~Feberuary 10, 2009 respectively. The on the spot survey and geological prospecting on the line scheme, key projects and special geology was re-conducted. At the same time, the opinions on the line scheme were asked among the various prefectures, cities and counties with the demand of development of the local economies along the lines and the development of transportation in consideration. During the outwork prospecting period, our institute had conferences with the governments and the communications departments of Nanchong City, Dazhou City, Liangping County, Peng’an County, Yingshan County, Quxian County and Dazhu County. Our institute fully asked the opinions of the local governments communicated with the Chongqing Traffic Planning Survey & Design Institute and Communications Commission of Chongqing Municipality on the issue of the boundary line between Sichuan and Chongqing.
The traffic economy team of this project entered the site to conduct traffic economic outwork survey on July 2, 2008~July 17, 2008. Large number of fundamental materials were collected in the cities and counties along the line in the project-affected area. The materials cover the field of economy, society, transportation, industry distribution, towns and cities distribution and the current status and the highway network planning in the project-affected area. On July 16, 2008 (Wednesday), the traffic economy team organized performed a large scale traffic volume and OD survey (totally 13 OD survey points and traffic volume observation points) on the major relevant roads in the project-affected area so as to get to know the in detail the basic situations of the relevant roads in the project-affected area. The basic situations include the flow direction of the automobile traffic volume on the relevant roads, the traffic composition and the delivery characteristics of the relevant roads. What the traffic economy team done has provided accurate and reliable basic data of the traffic volume to the study work conducted by the traffic economy department of this project.
On the basis of the study of the pre-feasibility line scheme and the in depth study on line scheme, key projects, special geology and landform through the outwork prospecting during the stage of feasibility study, the line scheme during the stage of feasibility study has been made. After many times of communication with the Sichuan Chuanjiao Highway Engineering Consultation Co., Ltd., the Sichuan Chuanjiao Highway Engineering Consultation Co., Ltd. and the Chief Engineer Office in our institute organized the experts to accept this project in the late February, 2009. The expert team made the judgment that the outwork materials of this project had been collected completely and the planned line scheme was reasonable and feasible.
On this basis, after forceful argumentation and comprehensive evaluation, the feasibility study report should be amended and completed according to the primary review opinions and the review opinion of the Chief Engineer Office and the consultation opinion of the Sichuan Chuanjiao Highway Engineering Consultation Co., Ltd. The preparation work of the Feasibility Study on Nanchong~Dazhu~Liangping (Between Sichuan and Chongqing) Expressway Project (Draft for Approval) was finished on March 20, 2009.
The report of the feasibility study on engineering of this project was reviewed by the experts in the provincial Development and Reform Commission on April 2, 2009. The revision work of the report of the feasibility study on engineering was finished on April 20, 2009 according to the review opinion.
The major study contents
To survey the social, economic, transportation and highway status of the project-affected area as well as the problem of degree of inadaptability
To demonstrate what influence the project will exert and what role the project will play in the social and economic development in the regions where the project is located; to study the necessity of construction and the possibility of operation.
To comprehensively analyze the industry structure, regional economy and transportation development trend in the relevant region an to predict the prospect traffic volume through the survey of traffic volume and the survey of national economy;
To study the line scheme on the topographic map with the scale of 1: 10000 and to conduct the field preliminary prospect and survey on the landform, the geologic and hydrological condition and features along the line; to conduct necessary measurement, investigation and geologic grilling work. After asking the suggestions and opinions of the local relevant departments, according to the development level of the highway traffic volume and the principle of adjusting measures to local condition and economizing the project investment, the technical standard of this project should be put forward. The recommended scheme and the construction scale should be put forward after the advantages and disadvantages of the line schemes have been comprehensively proved and demonstrated.
To calculate the project quantity, to estimate the project investment, to study the possibility of the raising of the construction capital, and to study the construction period arrangement scheme and the operation scheme;
To conduct the economic evaluation and the sensitivity analysis of the project;
To conduct the energy-conservation evaluation of the project;
To survey the current status of the environment in the project-affected area and to put forward the environment protection measures and opinions of the project construction;
To study and analyze the problems existing in this project and to put forward suggestions;
The geologic environment of the region where the project is located is complex. Thus, the study of the geologic condition has been attached much importance from the very beginning. After the task has been assigned, the Xi’an Meihang Remote-sensing Information CO., Ltd. has been entrusted to collect the regional geologic materials, to have the geologic interpretation with remote sensing and to conduct field geologic prospecting work.
As to the complex geologic problem of the development of the coal seam, goaf, karst, underground water in the Huayingshan tunnel and Tongluoshan tunnel, our institute has entrusted No.137 Geological Team of Sichuan Bureau of Coal Geology to conduct the specified study on the tunnel geology (including the coal seam and the goaf) and the hydrologic geology;
As to the major engineering points such as the special bridge and the tunnel which will influence the choice of the line, the comprehensive prospecting means such as the engineering geologic drilling, geophysical prospecting, dynamic penetration and indoor test were adopted to make clear the engineering geologic condition.
The seismic safety of the major projects has been evaluated by Institute of Crustal Dynamics, China Earthquake Administration and the Report on Site Earthquake Safety Evaluation of Nanchong~Dazhu~Liangping (Between Sichuan and Chongqing) Expressway Engineering has been submitted.
The evaluation of the geologic disaster is conducted by Sichuan Institute of Geological Engineering Investigation.
1.3 Main Conclusion of Study
1.3.1 Necessity of Construction
1. It is the demand of implementing the spirit of the 17th CPC National Congress, enhancing the interaction and cooperation between the western and eastern region in China and further promoting the western development
Since the implementation of the western development, particularly the 17th CPC National Congress, the local governments and departments in China have earnestly implemented the strategic decision of western development made by the central committee of CPC and the State Council. The local governments and departments have actively promoted the interaction between the western and eastern regions in China on the basis of China’s overall situation of development and have gained important progress. The economic and technological cooperation and exchange between the western and eastern regions has maintained good momentum for development which forcefully promotes the western development and enhances the coordinated development of all regions. For a long period of time, the government has played a dominant role in the cooperation between the western and eastern regions. The partner assistance and partner support have been conducted through the way that the eastern region twins with the western region. With further implementation of the western development, the investment environment in the western regions has gradually been improved which provides more development opportunities to the various enterprises in eastern region. At the same time, with acceleration of the structure adjustment and the industry upgrading in the eastern regions, the contradiction of the bottle-neck restriction of the land, energy and other resources becomes increasingly obvious. It is urgent for the enterprises in the eastern region to expand the space for development. Under the forceful support and guidance from the various levels of governments in the eastern region, the enterprises in the eastern region consecutively come to the western region and gradually become the major force of the interaction between the western and eastern region. A virtuous interaction situation of government propelling, enterprise participation and the whole society involvement is coming into shape. According to incomplete statistics, since 2006, more than 100,000 enterprises from the eastern region go to the western region to invest and start business with the total investment volume of over RMB 700 billion Yuan which is the total volume of that of the previous five years. More than 150,000 cadres and professional technical staffs in the western region have been trained. The volume of the donated capital and materials with no consideration reaches over 3 billion Yuan. From 2000 to the first half of 2008, the number of the enterprises from the eastern region to the western region to invest and start business reaches about 200,000 with the total investment volume of 1,500 billion Yuan. Over 300,000 cadres and professional technical staffs in the western regions have been trained. The volume of the donated capital and materials with no consideration reaches over 10 billion Yuan
In order to provide better exterior environment for the social and economic development and the regional cooperation, the infrastructure construction should be further accelerated. During the “11th five year plan” period, Sichuan Province focused on the promotion of the construction of 15 major channels for entering into and out of Sichuan Province. The channels connect Sichuan Province with Yunnan Province, Guizhou Province, Chongqing Municipality, Shaanxi Province, Gansu Province and other provinces around Sichuan Province. The construction of this project strengthens the exchanges and communication between three cities namely, Nanchong City, Guangan City and Dazhou City in the northeast Sichuan economic region and Chongqing Municipality and Wuhan City in the east which represent the cities in the Yangzi River drainage area region. The construction of this project is beneficial to the realization of the advantage complementation and the resources sharing. At the meantime, the east direction fast path will be formed which will link Chengdu City, the region on the west of Chengdu City to the middle and western China. This fast path will shorten the distance between the east and the west. It will bring about important economic and social benefits and promote the development of local economies, transportation and tourism industry. After this project is finished, the most convenient passage of “reaching major rivers and sea” from Sichuan Province to the east regions will be formed through Chongqing-Wanzhou Expressway. At the meantime, this passage will be connected with the expressway networks in Chongqing Municipality which will enhance the economic exchanges and connection between the northeast part of Sichuan Province with Chongqing Municipality and Wuhan City and other cities in middle and east China.
2. It is the demand of further liberalizing the minds, expanding the domestic demand, promoting the leaping development of Sichuan Province and forming the upland of economic development in western region.
In recent 5 years, Sichuan Province has witnessed a GDP growth rate of 11%, with the GDP ranking first in the western region. However, there is still a great gap between it and that of the developed regions. In 2007, GDP of Sichuan Province was only 34.2% of that of Guangdong Province. After the 17th the National People’s Congress, facing the trend of leading development in the east, rapid enhancement in the middle and rapid progress in the west region and the situation of “large population, poor basis, unbalanced development and underdevelopment”, Sichuan Province brought up the basic idea of “promoting trans-development by emancipating ideas”, mastering the strategy positioning of western development, insisting on “one major and three enhancement” and focusing on creating “one hinge, three centers and four bases.” Construction of this project is input of the infrastructure in the project-affected region, which includes the adjustment of planning of expressway network in Sichuan Province as passage for going out of Sichuan. It directly reflects the emergency of emancipating ideas and constructing the western development center, which will contribute to emancipating ideas of the project areas, improve the degree of opening, enhance capacity of attracting social investment and accelerate progress of new type industrialization and modernization. Meanwhile, 5.12 Wenchuan Earthquake is under restoration. At the time of reconstructing houses, urban infrastructure and relevant industries of the disaster areas, Sichuan Province will emancipate ideas, enhance commercial promotion power and bear transfer of industries from the developed areas and cities both home and abroad.
Facing the serious trend of the world economic financial crisis, in order to resist the bad impact from the international environment on China, the central government proposes ten measures for enlarging the domestic demand and promoting the economic growth, including enhancing the construction of major infrastructure such as railways, highways and airports and so on. In order to respond to the ten measures for enlarging the domestic demand and promoting the economic growth, Sichuan Province will fully promote comprehensive traffic hinge construction of the western regions, accelerate construction of major infrastructure such as railways, expressways, highways for going out of Sichuan Province and airports and so on so as to solve the neck restriction. As the highways for going out of Sichuan Province and passage connected with rivers and seas, the project is an important expressway in Sichuan Province, which is vital for investment attraction and enlargement of domestic demand.
3. It is the need for improving comprehensive traffic and transportation system and layout of expressway network in Sichuan Province, which will connect expressway network in Chongqing City as well as improve expressway network in Chengdu-Chongqing economic region.
At present, a modernized comprehensive transportation system has been established and it is integrated with highways, railways, water transportation, civil aviation and pipeline. A highway network is formed, with Chengdu as the center, radical expressways and national and provincial highways as the bone and county highways and country highways connected with the cities, mountain areas and adjacent provinces and cities. A railway network is formed, with such trunks as Baoji-Chengdu Railway, Xiangfan-Chongqing Railway, Chengdu-Kunming Railway, Chengdu-Chongqing Railway and Neijiang-Kunming Railway, 11 railway branches such as Dazhou-Chengdu Railway and Dazhou-Wanzhou Railway and so on and four local railways. A natural water transportation network is established, composed of the Changjiang River, Minjiang River and Jinsha River etc. An aviation network is established, with Chengdu Shuangliu International Airport as the center. It is proposed to construct a traffic hinge through the south and north, west and east and rivers and seas at the 4th session of the 9th Sichuan Provincial Party Committee Meeting so as to support construction of Sichuan Province into a western development center facing the whole China and world. However, the comprehensive transportation system in this project-affected region isn’t still perfect now. There is only Dazhou-Chengdu railway that has backward construction standard on railway transportation and Dazhou Airport with small scale on aviation transportation as well as no high-speed transportation passage towards east-west direction on highway transportation. In the future, reconstruction and expansion project of Dazhou-Chengdu railway and construction of Dazhou-Chengdu double line will be successively completed in the project-affected region; Nanchong Airport will also be put into operation. On aspect of highway, after this project is completed, it will enhance communication and contact between Chengdu and its western areas, Gansu Province, Qinghai, Tibet, Yunnan and Chongqing, Hubei and Shanghai. It is a rapid passage for connecting the western, middle and eastern part of China as well as a passage to rivers and seas in Sichuan Province. The successive completion of these projects will be significant to improve comprehensive traffic and transportation system in Sichuan Province, enabling Chengdu to become into a place for northwest and southeast direction communication by road and constructing comprehensive traffic and transportation system in the western region.
Highway transportation, as a vital transportation way in Sichuan Province, plays great function in comprehensive traffic and transportation system. In the end of 2007, the total mileage of highways in Sichuan Province was 189,000 km, ranking the fourth all over the country, including 14,000 km Class II highways and above which accounted for 7.4% of the total mileage. The expressway network with Chengdu as the center was 1938 km, ranking the 13th all over the country and accounting for only 1.0% of the mileage of the whole provincial highway network. Facing the general environment of rapid economic development, proper regional resource configuration and enhanced regional economic cooperation, it is emergent to improve the expressway network of the whole province. In order to establish a western comprehensive traffic hinge through the south and north, west and east and rivers and seas as well as construct a western economic development center with impact on the western regions and facing the whole country and world, Sichuan Provincial Communications Department has adjusted the layout of expressway network in Sichuan Province. The “16, 5, 5” expressway network is formed with Chengdu lead-in line and vertical and transverse grid, including 16 Chengdu lead-in lines, 5 south-north vertical lines, 5 east-west transverse lines and 8 communication lines, with a total length of 8600 km. The project of Nanchong-Dazhu-Liangping Expressway is main component of the third passage for going out of Sichuan in the direction of Chengdu-Wanyuan-Shannxi (namely Chengdu-Jintang-Zhongjiang- Daying – Suining – Pengxi – Yingshan – Quxian – Dazhu – Dazhou – Xuanhan – Wanyuan (between Sichuan and Shannxi)) and the fourth lead-in line in direction of Chengdu – Liangping-Chongqing and passage to rivers and seas (namely Chengdu-Jintang-Zhongjiang – Daying – Suining - Pengxi – Yingshan – Quxian County – Dazhu – Liangping (between Sichuan and Shannxi)) among the 16 Chengdu lead-in lines of Planning of the Expressway Network in Sichuan Province. It mainly connects Nanchong, Guang’an and Dazhou in northeast Sichuan economic area, enhances economic contact between northeast Sichuan economic area and Chengdu urban group as well as extends economic radiation of the Chengdu central cities to northeast Sichuan economic area. Meanwhile, the project is directly connected with Chengdu-Nanchong Expressway, Nanchong-Guang’an Expressway, Dazhou-Chongqing Expressway and the second and fourth vertical lines of the planning of expressway network in Sichuan Province so as to form a bone highway network for connecting the east and west and south and north. The project will enhance economic contact between the project area and Chengdu and Chongqing so as to be connected with Wanzhou Port and port of the Changjiang River basin as well as realize connection with Chengdu and its western areas. It shortens the distance from Guang’an-Nanchong Expressway and Chongqing-Wanzhou Expressway to Wanzhou Port, about 50 km shorter.

As the passage for going out of Sichuan Province in Wanzhou direction of expressway network in Sichuan Province, this project will connect the second liaison – Liangping-Qianjiang Expressway of expressway network in Chongqing City and effectively connect expressway network in Chongqing City by the second liaison ( Liangping-Qianjiang Expressway). It improves construction of infrastructure of Chengdu-Chongqing economic zone, contributes to share of resources of all cities in Chengdu-Chongqing economic zone as well as accelerates development of economy and society in Chengdu-Chongqing economic zone.
